Built Environment - Main question

The East Midlands will see a substantial amount of new development over the next 15 years, particularly in areas identified for growth or regeneration. In the recent past there have been some outstanding examples of new development in the Region, such as the National Space Centre in Leicester, the re-development and refurbishment of the former Lace Market area in Nottingham, and the new Agricultural Centre in Bakewell, Derbyshire. In 2007-2008 the region saw a number of retail redevelopments which transformed the area. Leicester saw its largest ever redevelopment in the city centre, Highcross Shopping Centre and Derby saw a similar £340 million redevelopment in their city centre, Westfield Shopping Centre.

However, some new development has been of an unacceptably low standard. In the future, it is essential that all new development in the East Midlands aspires to the highest standards of design, if the IRS’s vision of sustainable development is to be achieved.

To promote and ensure high standards of sustainable design and construction, optimising the use of previously developed land and buildings. The key messages are:

  • Employment sites on previously developed land in the East Midlands have fallen 24% from 2002/03 to 38% in 2007/08
  • In 2006/07, 71% of East Midlands’ housing development was on previously developed land above the regional target of 60%
  • 3.1% of dwellings in the East Midlands were vacant in 2004/05.
