· The East Midlands Regional Assembly identified a need for a comprehensive toolkit and formed a steering group of representatives from organisations that provided suitable expertise, and also funding:
- East Midlands Regional Assembly
- East Midlands Development Agency
- Government Office East Midlands
- National Health Service
- Regional Public Health Group
- Countryside Agency
- Local Government
- East Midlands Universities
- A partnership between East Midlands Regional Assembly and the East of England Regional Assembly, who had started similar work, was formed to undertake some of the work in collaboration.
- A literature review of integrated assessment tools was initiated.
- A comprehensive range of potential stakeholders were interviewed for their views on existing toolkits and preferences for future toolkits.
- A stakeholder event was held in December 2003 to receive feedback on the toolkit.
- Stakeholders produced question sets for their own specialist areas.
- Question sets were organised by the steering group and returned to stakeholders for adjustment in an iterative process.
- It has been piloted on proposals of different size within the region. Further pilots have been arranged.
