·         The East Midlands Regional Assembly identified a need for a comprehensive toolkit and formed a steering group of representatives from organisations that provided suitable expertise, and also funding:

    • East Midlands Regional Assembly
    • East Midlands Development Agency
    • Government Office East Midlands
    • National Health Service
    • Regional Public Health Group
    • Countryside Agency
    • Local Government
    • East Midlands Universities
  • A partnership between East Midlands Regional Assembly and the East of England Regional Assembly, who had started similar work, was formed to undertake some of the work in collaboration.
  • A literature review of integrated assessment tools was initiated.
  • A comprehensive range of potential stakeholders were interviewed for their views on existing toolkits and preferences for future toolkits.
  • A stakeholder event was held in December 2003 to receive feedback on the toolkit.
  • Stakeholders produced question sets for their own specialist areas.
  • Question sets were organised by the steering group and returned to stakeholders for adjustment in an iterative process.
  • It has been piloted on proposals of different size within the region.  Further pilots have been arranged.
